New Minimum Salary Updates in Romania for 2025

 Romania is increasing the minimum salary requirements for various work permits. Here’s a simplified breakdown of the new rules and how they might affect workers and employers.

General Minimum Salary

The minimum gross monthly salary for most workers in Romania will increase to RON 4,050 from the current RON 3,700.

Specific Minimum Salaries for Different Permit Types

  1. EU Blue Card Holders
    Starting in March 2024, the gross monthly salary requirement for EU Blue Card holders will drop to RON 7,567, from the previous RON 13,578.
  2. EU Intracompany Transferees (ICT)
    For those applying for an EU ICT Permit or short/long-term mobility under this category, the minimum salary will match the general minimum of RON 4,050 from January 1, 2025 (up from RON 3,700).
  3. Local Hire Work and Residence Permits
    Like ICT applicants, workers hired locally in Romania must also earn at least RON 4,050 gross per month starting January 1, 2025.
  4. Construction Workers
    For the construction industry, the minimum salary was increased earlier, on October 1, 2023, to RON 4,582 gross per month, up from RON 4,000.

Additional Salary for Dependents

If foreign workers bring dependents (spouse or children), employers must provide extra funds for each dependent. This additional amount will be based on the updated minimum salary rate of RON 4,050.

Important Notes for Employers and Workers

  1. Keep Salaries Updated
    Employers must ensure that salaries for foreign workers meet these new thresholds for all cases, including:

    • New applications
    • Applications still being processed
    • Workers already holding permits
  2. Covering Dependents
    Salaries must be high enough to cover not just the worker, but also any dependents for the full duration of their stay in Romania.
  3. Pay in RON
    Employers must pay the salary in Romanian currency (RON), even if the worker’s payroll or contract is handled from another country.

This update is essential for foreign workers and employers to ensure compliance with Romanian labor laws and immigration requirements.
