Businesses in Dubai can now apply for a single trade license that allows them to operate across multiple free zones. Previously, a separate license was required for each free zone.

However, the new “passport” comes with important limitations:

• Companies cannot hire new employees in, or transfer existing staff to, the additional free zones.
• Certain business types—such as retailers—are not eligible.
• Virtual office setups, desk sharing, shared spaces, and business centers are not permitted under this framework.
