Companies registered in Dubai’s free zones will soon be eligible to apply for authorization to carry out certain activities in the Dubai mainland. The specific list of permitted activities is expected to be released in September 2025.

To proceed, companies must first secure approval from both the Dubai Department of Economy and Tourism and their respective free zone authority.

Once implemented, the policy will allow approved free zone companies to deploy their existing workforce for mainland operations—offering greater flexibility and potential cost savings for businesses looking to expand within Dubai.
